Program: Managing Military Reserve and Guard Employees under the Law
This discussion will focus on military reserve and national guard employees and their rights and responsibilities under the Uniform Services Employment and Reemployment Rights Act (USERRA). The presenter is an ombudsman, trainer and Chair Emeritus with the Employer Support of the Guard and Reserve (ESGR). ESGR is a program with the Department of Defense to assist employers of military reservists hire and manage these citizen soldiers.
The topics will include:
·what ESGR can do to assist us in this endeavor,
·what is USERRA and how do I ensure that my organization is managing its military employees properly,
·what are some of the more prevalent violations of the law, and
· what can my organization do more to support these employees?
Roger Trout, with the 78th and 79th U.S. Army Reserve Command, retiring as a Lt. Colonel after 28yrs of service. He continues to serve as a volunteer leader in the ESGR office since 2004 and has held a variety of leadership positions with ESGR, including:
- Current Chair of the Training Subcommittee – 2016-Present
- Member of the National ESGR Board of Directors – 2016-Present
- Assisted in the development of the first National Leadership Training Program (NLTP) - 2006
- First Training Director of the Virginia Committee 2007-2008
- Vice Chair of the Training Subcommittee – 2007-2009
- State Chair of the Virginia Committee – 2008-2011
- Chair Emeritus of the Virginia Committee – 2011-Present
- Training Director of the Florida Committee – 2012-Present (In 2016 conducted several training seminars for approx. – 80 volunteers)
- Assisted in the development of the current NLTP and New Chair Training (NCT) and participated as a trainer for the NCT in 2015
- Designated as a DOD Certified Master Trainer after completion of the Master Trainer Course - 2015
- Awards -Secretary of Defense Medal for Exceptional Public Service-2011, Seven Seals Award – 2008

- Director of E-Commerce and Global Audit Security for Mobil Oil Corporation – 1978-1997
